To use the ICQ skins, you must have a add-on to ICQ called ICQ Plus. ICQ Plus is a great program to customize the look of ICQ. You can learn more about it here. (And say hi to Mageuzi while you're there *s*). Also, these skins may not be compatible with newer releases of ICQ. Hang in there and I will make updated versions.
